Just follow the steps below (confirmed for a LP-S7000, replace the model name as necessary):

0. make sure you have root permissions (login as root)

1. download foomatic-rip and move it to /usr/bin
You can find a usable foomatic-rip at:

http://lx1.avasys.jp/FAQ/foomatic/foomatic-rip

2. set correct permission and create a symbolic link like so:

# chmod 755 /usr/bin/foomatic-rip
# ln -s /usr/bin/foomatic-rip /usr/lib/cups/filter

This is needed to make foomatic-rip executable and usable by the
CUPS filters.

3. install the Linux Printer Filter RPM core package

# rpm -Uvh Epson-LPS7000-filter-1.0-0.i386.rpm

4. install the CUPS add-on module

# rpm -Uhv --nodeps Epson-LPS7000-filter-cups-1.0-0.i386.rpm

The --nodeps option is needed to work around the dependency on
foomatic. You should make sure that this is the only dependency
problem before installing with the --nodeps option.

You should now be able to use the CUPS version of Linux Printer
Filter on your Red Hat 9 system. Please follow the instruction in
the README for printer configuration and other information.
